Targeted Intervention Projects under NACO/NHM – HIV/AIDS Prevention and Care

IRDMS has been implementing Targeted Intervention (TI) Projects under the auspices of the National AIDS Control Organization (NACO) and the National Health Mission (NHM), focusing on high-risk and vulnerable populations in districts such as Sambalpur and Jagatsinghpur (Paradip). These projects are critical components of the government’s strategy to prevent and control the spread of HIV/AIDS and related sexually transmitted infections (STIs).

Key Objectives and Focus Areas

  • HIV/AIDS Prevention: Deliver targeted outreach services to key populations at higher risk of HIV infection, including Female Sex Workers (FSWs), Men who have Sex with Men (MSMs), Transgender individuals (TGs), and Injecting Drug Users (IDUs).
  • STI Management: Provide timely diagnosis, treatment, and counselling services for sexually transmitted infections to reduce transmission and improve health outcomes.
  • Behaviour Change Communication (BCC): Conduct continuous awareness campaigns promoting safer sexual practices, condom usage, and destigmatization of affected populations.
  • Health Service Access: Facilitate access to HIV testing and counselling, antiretroviral therapy (ART), and other essential healthcare services through linkages with government health facilities.
  • Community Mobilization and Support: Build peer networks and support groups to empower high-risk communities, promote adherence to treatment, and foster an enabling environment.

Core Activities

  • Regular health check-ups and screening camps for early detection of HIV and STIs.
  • Condom distribution and promotion of correct and consistent usage.
  • Outreach and counselling services tailored to the specific needs of key populations.
  • Capacity building of community-based organizations and peer educators to sustain interventions.

Impact and Outcomes

  • Enhanced awareness and knowledge regarding HIV prevention and care among vulnerable groups.
  • Increased uptake of HIV testing, timely treatment, and improved management of STIs.
  • Reduction in risky behaviours leading to decreased new HIV infections.
  • Strengthened community resilience and reduced stigma associated with HIV/AIDS.

Through these Targeted Intervention Projects, IRDMS contributes significantly to Odisha’s public health goals by mitigating HIV/AIDS transmission risks, improving the quality of life for affected populations, and supporting the government’s mission towards achieving an AIDS-free society.
